ChatGPT ads are live in Europe, including Cyprus and Greece. Here is what that means for your business

OpenAI started showing ads in ChatGPT across the EU in late August 2026, and businesses in Cyprus and Greece can now buy them through a self-serve tool. This guide explains who sees the ads, what the rules are, and how to decide if it is worth testing.

What happened and when

OpenAI began testing ads in ChatGPT in the United States in February 2026. It added more countries in the spring, and in June it launched in the UK. Europe came last. On 18 August 2026 OpenAI announced that ads would expand to 31 European countries the following week.

At first, European advertisers could only buy through OpenAI's own sales team, agencies and technology partners. OpenAI said a self-serve tool, called Ads Manager, would follow. It has. OpenAI's Ads Manager availability page now lists Cyprus and Greece as "Available", along with the rest of the EU. One detail matters here: the business account and billing entity must be based in a listed country.

The roll-out has kept going. On 21 October 2026 Reuters reported that ChatGPT ads now run in 89 countries and that more than 100,000 advertisers have run campaigns.

Who sees the ads

According to OpenAI's help page on ads, ads can appear for people on the Free and Go plans. People who pay for Plus, Pro, Business, Enterprise or Edu do not see ads.

OpenAI also says:

  • Accounts identified as belonging to someone under 18 do not see ads.
  • Ads do not appear next to conversations about personal health, mental health or politics.
  • Temporary Chats do not show ads.
  • Ads are clearly labelled and shown separately from ChatGPT's answer. OpenAI says ads do not change the answer itself.

So your ad will not appear inside the answer. It appears next to it, as a labelled sponsored unit.

How privacy works in the EU

This is where Europe is different. OpenAI's help page says personalised ads are not available at first in the EU, the EEA and Switzerland. In practice, that means ads are matched to the current conversation, not to everything a person has said to ChatGPT before.

In June, Digiday reported on OpenAI's EU ads policy. It said OpenAI would rely on clear opt-in consent, not "legitimate interest", for personalised ads in the EU. People who say no still get contextual ads, based on things like the current chat, location and time of day.

For you as an advertiser, the practical point is simple. In Cyprus and Greece, think of ChatGPT ads as contextual. You are buying a moment in a conversation, not a detailed audience profile.

What you can and cannot advertise

OpenAI's ad policies are stricter than Google or Meta in some areas. Prohibited categories include gambling, alcohol and tobacco, political content, dating and sexual products, crypto, and legal services. Healthcare and medical products are also on the prohibited list, with some exceptions for general wellness products that make no medical claims.

In July 2026 OpenAI opened ChatGPT ads to some health and finance advertisers, but only in the United States, after manual review. Legal services stay off-limits everywhere.

This matters a lot for local businesses here. A physiotherapy clinic, a psychology practice or a law firm in Nicosia should not plan on ChatGPT ads for now. A shop selling electronics, furniture, clothes or holidays is in a much better position.

How buying works

OpenAI's European announcement lists the main tools:

  • Bidding: you can pay per thousand impressions or per click, and there is conversion optimisation.
  • Targeting: location targeting and custom audiences.
  • Measurement: the OpenAI Pixel on your site, a Conversions API and third-party measurement tools.

Digiday also mentions "context hints", where you list topics or keywords that describe the conversations you want to appear in. If you have run Google Search ads, this will feel familiar, but the matching is based on the conversation, not a single typed query.

A new rulebook on the way

On 31 August 2026 the European Commission designated ChatGPT a "very large online search engine" under the Digital Services Act, as the Law Society Gazette reported. That means it has more than 45 million monthly users in the EU, and OpenAI has four months to meet extra obligations, including assessing risks to minors. Expect OpenAI's ad rules in Europe to keep changing over the next months, so check the policies before every new campaign.

What this means for businesses in Cyprus and Greece

People already use ChatGPT to research purchases: "which laptop for a student", "best air conditioner for a small flat", "where to stay in Paphos with kids". Those are exactly the moments a local shop or hotel wants to be in.

At the same time, this is a new channel with limited targeting in the EU and very little local data so far. From what I have seen running Google and Meta campaigns for shops and clinics here, the businesses that do well with a new channel are the ones that test small, measure properly and keep their main channels running.

A sensible first step looks like this:

  1. Check your category is allowed under OpenAI's ad policies.
  2. Make sure tracking works: pixel or Conversions API, connected to your consent banner.
  3. Pick one or two products or services people ask ChatGPT about.
  4. Write ads in the language your customers use. In Cyprus that often means both Greek and English.
  5. Run a small, time-limited test and compare cost per sale with Google and Meta.

Questions people ask

Can I advertise on ChatGPT from Cyprus or Greece?

Yes. OpenAI's Ads Manager availability page lists both countries as available for self-serve advertising, as long as your business and billing are based there.

Will my ad appear inside ChatGPT's answer?

No. OpenAI says ads are labelled and shown separately from the answer, and that ads do not influence what ChatGPT says.

Can my clinic advertise on ChatGPT?

Not for now in Europe. Healthcare and legal services are prohibited, and the recent opening for some health and finance advertisers applies only in the United States.

Should I move budget from Google or Meta?

No. Start with a small separate test budget and only scale it if the results hold up against your existing channels.
